Assistant Chief Taylor

Assistant Chief of Administration
Forrest Taylor currently serves as the Assistant Chief of Administration, overseeing Emergency Medical Services (EMS), grant writing, accreditation management, emergency preparedness, and professional development. He began his fire service career in 2004 with the San Bernardino County Fire Department before joining Hualapai Valley Fire District/Northern Arizona Consolidated Fire District in 2006 as a Firefighter/EMT. Through demonstrated leadership and commitment to professional excellence, he promoted to the rank of Captain/Paramedic in 2012. In 2017, he joined the Mohave Valley Fire Department as a Fire Captain before being appointed to Bullhead City Fire Department leadership. With more than 20 years of progressive fire service experience, Chief Taylor has built a career centered on operational excellence, organizational leadership, and advancing emergency medical services.

Forrest holds both a Master of Business Administration (MBA) and a Master of Science in Organizational Leadership, in addition to earning the prestigious Chief Fire Officer (CFO) designation through the Center for Public Safety Excellence (CPSE). He graduated Summa Cum Laude from Columbia Southern University with a Bachelor of Science in Fire Science and also holds an Associate of Science in Fire Technology. His technical credentials include Hazardous Materials Technician, Swiftwater Rescue Technician, and Certified Emergency Paramedic, along with numerous advanced certifications in fire service leadership, incident command, emergency management, supervision, and safety.

Throughout his career, Forrest has been recognized for his leadership, innovation, and commitment to the fire service. He is a Firefighter of the Year recipient and currently serves as President of the Western Arizona Council of EMS (WACEMS), a Board of Trustees Member for Western Arizona Regional Medical Center (WARMC), and a member of the Arizona State Trauma Advisory Board (STAB). He also serves as the WAVE/JTED Program Coordinator, Peer Support Team Leader, and EMS Compliance Officer. A proven advocate for organizational growth and fiscal stewardship, Forrest has successfully secured more than $2 million in competitive grant funding, supporting critical public safety initiatives, equipment acquisitions, training programs, and community health initiatives.

Outside of his professional responsibilities, Chief Taylor is a devoted family man who considers his greatest accomplishment to be his family. He is happily married to the love of his life, and together they are raising four daughters. His commitment to faith, family, and service has shaped his leadership philosophy, emphasizing integrity, compassion, and servant leadership both within the fire service and in the community he proudly serves.
